It synthesizes data from multiple primary sources—including Firestore capture_jobs, capturer roster details, and Google Calendar—to maintain a clear operational picture.

• Job State Management: Coordinates the entire lifecycle of a capture-job, ensuring accurate tracking of scheduling, reminders, and field follow-through status.
• Site Access Control: Maintains an up-to-date and visible site-access state within the operational queue.
• Communication Drafting: Drafts and sends necessary confirmations or reminders only when both the schedule and recipient state are definitively clear.
• Escalation Flagging: Proactively flags tasks requiring human review if site access permissions become ambiguous, overdue, or availability is unclear.
